✨ How will QUANTUM benefit them?
QUANTUM will define and test a labelling mechanism that indicates the quality and utility of datasets curated by data holders and supervised by Health Data Access Bodies (HDABs). This will enable data users to easily identify relevant high-quality datasets and provide feedback on their utility and fit-for-purpose.

Data Holders

Data holders need to improve the quality, visibility, and usage of their datasets for secondary purposes. They are expected to implement measures for data quality improvement and publish quality, utility, and maturity levels.

QUANTUM will provide specifications for label implementation and a checking tool to assess conformance with quality, utility, and maturity specifications. Additionally, data holders will have access to the QUANTUM cooperative platform and Academy for further support.

Health Data Access Bodies (HDABs)

Primary Data Collectors

Primary data collectors are the initial generators of health data. This group includes developers of data collection software, such as Electronic Health Record (EHR) systems and medical survey tools.

Primary data collectors need to understand the impact of their data collection practices on the quality of data reused for secondary purposes.

European Commission

The European Commission needs a better understanding of the dimensions and categories of quality, utility, and maturity to be included in the labels as per EHDS regulations.

QUANTUM will develop specifications and provide a forum for exchange with the Commission, supporting the implementation of EHDS.
