Data Users

☑️ Why Data Users?

Data users are the direct beneficiaries of high-quality data collections and datasets. This group includes the scientific community, innovators, clinicians, and policymakers at regional, national, and European levels.

🚩What are their Needs and Impact?

Data users need comprehensive information about available datasets, including scope, data types, access procedures, and quality assessments. They must determine whether the available data fit their research or policy-making purposes. 

✨ How will QUANTUM benefit them?

QUANTUM will define and test a labelling mechanism that indicates the quality and utility of datasets curated by data holders and supervised by Health Data Access Bodies (HDABs). This will enable data users to easily identify relevant high-quality datasets and provide feedback on their utility and fit-for-purpose.

Data Holders

☑️ Why Data Holders?

Data holders include health or care providers, organizations, associations, or other entities conducting research in the health sector. They process health and health-related data.

🚩What are their Needs and Impact?

Data holders need to improve the quality, visibility, and usage of their datasets for secondary purposes. They are expected to implement measures for data quality improvement and publish quality, utility, and maturity levels.

✨ How will QUANTUM benefit them?

QUANTUM will provide specifications for label implementation and a checking tool to assess conformance with quality, utility, and maturity specifications. Additionally, data holders will have access to the QUANTUM cooperative platform and Academy for further support.

Health Data Access Bodies (HDABs)

HDABs supervise the procedures for implementing the data quality labels accurately and consistently, ensuring the improvement of datasets within HealthData@EU.

HDABs require specifications for supervision, certification, and insights on dataset quality and utility to conduct effective audits.

✨ How will QUANTUM benefit them?

QUANTUM will draft specifications to assist HDABs in their supervisory and certification roles, ensuring high standards for dataset quality and utility.

📢 QUANTUM’s specifications will allow you to set up a strong supervision framework, fostering trust and transparency in health data use across Europe.

Primary Data Collectors

☑️ Why Primary data collectors?

Primary data collectors are the initial generators of health data. This group includes developers of data collection software, such as Electronic Health Record (EHR) systems and medical survey tools.

🚩What are their Needs and Impact?

Primary data collectors need to understand the impact of their data collection practices on the quality of data reused for secondary purposes.

✨ How will QUANTUM benefit them?

QUANTUM will offer training and educational materials on data quality and utility through the QUANTUM Academy, helping primary collectors improve their data collection practices.

European Commission

☑️ Why European Commission?

The European Commission promotes legislative proposals for developing HealthData@EU and will benefit from QUANTUM’s outputs in implementing quality, utility, and maturity labelling.

🚩What are their Needs and Impact?

The European Commission needs a better understanding of the dimensions and categories of quality, utility, and maturity to be included in the labels as per EHDS regulations.

✨ How will QUANTUM benefit them?

QUANTUM will develop specifications and provide a forum for exchange with the Commission, supporting the implementation of EHDS.

📢 QUANTUM will deliver the technical specifications for the EHDS, facilitating a standardised approach to data quality, utility, and maturity labelling.

General public (patients/citizens)

The general public, including citizens and patients, are the final owners of the data and potential users of the data quality labels.

🚩What are their Needs and Impact?

Citizens need an easy mechanism to understand the value of their data in supporting research and innovation.

✨ How will QUANTUM benefit them?

QUANTUM will simplify communication about data usage and the impact of high-quality research, helping citizens recognize the value of their data.
